Enforcers and titans

Each custody sends one named enforcer when the heat climbs. The Seal sends a titan after them.

Who arrives when the heat climbs

Designed No enforcer fight is built.

Asset Recovery Window — Public Notice

Recovery operations are scheduled. Residents should route clear. The Combine does not comment on the equipment involved.

A Meridian notice

Each custody sends one named enforcer to its own district. An enforcer becomes eligible at heat tier 3 and is guaranteed at tier 4, and it arrives with a banner sting and no boss splash. Above them the Seal sends a titan, and only at tier 5. See heat.

GAVEL belongs to Meridian Security, the Toll to the Chrome Dogs and Switchmother to Bleedthrough. The Repossessor is the titan.

GAVEL

Meridian Security's bailiff-exo.

Meridian Security's Warrant Officers read a writ aloud. GAVEL is the escalation past them. See how Meridian Security fights for the people who serve the writ, and the Writ for the word.

GAVEL

Designed The body exists in the build. The fight is designed.

It serves a writ by reading it at you, in full, at volume, before anything else happens. Nothing it has ever read out has been inaccurate.

Was
Nothing. It is the only machine in this codex that people built after the Seal, and Meridian built it to win arguments. What is inside the shell is a Meridian Security question.
Named
After the sound at the end of a hearing you weren't invited to. The Licensing Tribunal doesn't use one. Somebody in the Coil thought the machine should.
In a fight
It channels a Warrant on one Legend, marking them and stripping their alignment cover. Partway through it calls a phalanx of Bulwarks and is heavily protected from the front while they hold. Break the phalanx from the flank, or interrupt the Warrant with a heavy stagger. It is the enforcer of Overpass Fields, and it drops licence-plate cosmetics.
Habit
You stand still for the reading. Nobody has ever seen a file.

Warrant's served, and it's read out because you're entitled to hear it. Please don't run — the thing behind me doesn't read.

The Toll

The Chrome Dogs' apex.

Designed The body exists in the build. The fight is designed.

Four bearers carry a scrap throne into a pack. It takes ware off living bodies, leaves, and does not come back for months. It has never been heard to speak. Meridian's files use the word it, and the street says he.

The one undisputed fact is that it has never taken a working piece. The packs have argued for years about whether that is mercy or harvest. See the Toll.

A gang member kneels and offers a chrome forearm to the Toll, who reaches down for it.
A gang member pays the Toll in chrome.

Unaffiliated apex, four bearers, no discharge. Log it and let it walk.

Switchmother

A possessed substation in Breaker Rows.

The brownout is a substation doing the one duty it was built for. A Legend at high Sync looks to it like a load spike. Its plate, 6-ROW, is the tag to keep if only one survives.

MERIDIAN GRID, SUBSTATION 6-ROWSwitchmother

Designed

It sheds load for three seconds to protect a network that is now mostly itself. It was called this before it stood up.

Named
Breaker Rows called their substation Switchmother for thirty years. After it stood up, the Rows did not take the name back.
In a fight
Periodic brownouts dim the block while its core vents, which exposes a weak point. The dark is the opening. The dimming never strobes, as an accessibility rule. It is the warm-up for the titan in Breaker Rows.
Habit
In the Rows, when it goes dark, they open the window and count the three out loud.

It is not attacking you. It is shedding you.

It fed Row Six. There is no Row Six.

The plate, as the Rows read it

Six-Row's still feeding the row. Twelve years, no misses. Don't you dare tell me that machine's the mad one.

The Repossessor

The titan of Breaker Rows.

Designed Nothing of the Repossessor is built. It has no body in the game's data and no encounter.

It is Seal-born and built out of salvage, and it wears a Meridian repo-engine chassis: corporate asset-recovery hardware, the same equipment that legally seizes an unregistered Legend's gear. Its plate, RE-1140, is stencilled on the near hip in Meridian gold, so the owner of the machine is printed on it.

It breaches the Fringe at the Slab when Breaker Rows reaches heat tier 5, or on a regular cadence, and everyone in the district is invited to the fight. A fight has three phases. If the Legends lose, the Repossessor leaves at its soft enrage: it repossesses a landmark and walks off, and the block stays scarred.

Meridian pays reputation for the kill quietly, out of Hale's discretionary line, and denies everything about it, on the record, every time. Cascade's broadcast leaves it out, and Nyx Static leads with it.

  1. Phase 1

    Serve Notice

It walks the block repossessing street furniture, vehicles and chunks of wall, and armours itself with them. Its tow-couplings are the weak points.

  2. Phase 2

    Asset Recovery

It files liens on Legends, tagging some as collateral and reeling them in unless allies break the clamp. Carries and gadget saves matter here.

  3. Phase 3

    Foreclosure

A block slam, then it tries to repossess the ground itself along the Great Scar. Flight suppression comes in pulses and is never permanent.

It doesn't hunt Legends out of malice. It repossesses them, the way it was built to repossess collateral, because somewhere in its targeting logic a Legend and a defaulted loan look identical.

World events

Storms run in the Wick. Everything else on this list is the game's design.

World events
EventWhat it is
StormsThe street director alternates calm stretches with storms. A storm announces itself ahead of time with a sky-glitch, a sting, and spawn anchors that light up before they fire. See storms. In the development build, storms run in the Wick.
Bleedthrough incursionsCapped mini-hordes at breach scars. A faction responder crew whose survival pays reputation.
Fringe flashpointsContested-territory events: a salvage stretch on the Gantry Line, a checkpoint the Undercurrent is cracking, a scar Meridian is reclassifying. Bleedthrough can crash any of them.
Gang eventsA pack war spilling across a plaza, or a chop-shop defence.
The Audit weekCheckpoints thicken, and Ghost and Blacklisted contracts pay more. It is the week every Legend in the city feels the leash at once. See the Audit.
Enforcer arrivalsOne named enforcer for each district, eligible at heat tier 3 and guaranteed at tier 4.
The DeadbandBleedthrough is the impartial third army there, and the Muster clock blows the hour across the war. See the Deadband war.
