Powersets
Fifteen sets of powers. Each one began as a maintenance permission that was never revoked.
How powersets work
Partly built The sets are catalogued and the Forge screen saves your frame. Their abilities do not run in a fight yet.
A frame holds the sets you are running. You start with two. A third joins at Operator 20, the Graft, and a fourth at Operator 40, the Third Rail. Four is the most a frame can hold.
You learn sets for good but run only a few at a time. Swapping is free at the Clinic, costs a Rewire Kit in the field, and is refused in the middle of a fight.
Every framed set costs Strain from the same budget as installed ware, your slotted kit, your travel line and your Wetware Grid techniques. The budget grows as you level, so you can run more at once. It never makes one thing hit harder.
A set inside your archetype's discipline can be framed from creation. Sets outside it wait for their own unlock, and a Cleanskin pays a small Strain premium on any set that is not an anchor. In the design of PvP, everyone frames four sets on the same full budget, so level does not buy a wider build.
In the build, every Legend fights with SALVO's kit.

Tags
Designed Tags and the way they pair are the game's design.
Every set carries three tags. There are twenty tags in all, and twelve of them are described below. When two sets share a tag, the pair gains a named rider. In the design every pair of sets resolves to something, so no pairing is a dead end.

| Tag | What it means |
|---|---|
| Impact | Damage by contact: shoves, slams and throws. |
| Heavy | Slow wind-ups that hit hard. |
| Rapid | Many fast, light hits. |
| Kinetic | Damage that grows with your speed. |
| Aerial | Works from the air. |
| Ranged | Works at a distance. |
| Burst | Big damage at once, then a wait. |
| Zone | Changes a patch of ground. |
| Bind | Holds enemies in place. |
| Sustain | Keeps you or your allies alive. |
| Phase | Passes through walls or out of reach. |
| Entropy | Drains enemies and keeps what it takes. |
Link tiers
Designed
The powerset screen has three words for how two framed sets sit together: Crossed, Coupled and Fused. Every pair links at some tier, scored by how well the two sets' channels overlap. Crossed is the least any pair does, and Coupled and Fused are stronger links. Some fusions need a Coupled pair.
The fusions below are the pairs that have a result written for them.
Fusions
Designed The twenty are written in the content. In the build a fusion can fill a slot in the dive sandbox, and nowhere else.
Twenty fusions are written. They open at Operator 20, and the three apex fusions at Operator 40.

Every metre you cross is stored, and all of it arrives at once, in one shoulder.
The building was fine before you decided to arrive on it.
You take the current's route instead of the street's.
You gave the furnace hands and it turns out the furnace had ideas.
The shot was filed before anybody knew there was a case.
You pull the block in and then you close your hand.
What the swarm takes, the graft gives back — to your side of the street.
Two vault permissions arguing about a body's temperature.
A wall that is also a decision about which way down is.
You stop being a person up there and start being weather.
There are four of you and three of them are lying.
The swarm has been listening this whole time, and now it sings back.
You are the part of the building that decided to fight back.
The round takes the long way, over the cover, and files down.
You outrun the wound.
You bring the room online, and the room was always yours.
You fire the whole docket on the move, and the move is the aim.
Somebody sees a Legend cross four blocks in one second and take a wall with them.
For three seconds the sky bills the block directly.
For six seconds the city forgets there was ever a fight here, including the people in it.
